Sen. Jason Howell,{R}-Murray, believes it is crucial to have quality leaders in advisory positions, most especially in the realm of educating children and supported Meinschein’s appointment as one of the four at large members. “Dr. Meinschein brings both breadth and depth of quality experience to this role. I was proud to support Dr. Meinschein for this position to represent both the interest of our schoolchildren and all of West Kentucky.”
Meinschein joins the 11 members appointed by the LRC, with seven members representing each of the State Supreme districts and four members serving the state at-large. The council meetings usually are held on the Tuesday of the week before each regular KBE meeting. Meinschein will serve as one of the four-member at large beginning August 1, 2026. According to the KRS mandated statue, the charge of the LSAC is to “advise the chief state school officer and the Kentucky Board of Education (KBE) concerning the development of administrative regulations and education policy. The chief state school officer shall submit all proposed administrative regulations and educational policies for review by the council prior to seeking approval of the Kentucky Board of Education. The LSAC advises the chief state school officer and the Kentucky Board of Education (KBE) on developing administrative regulations and education policies
Senate Majority Floor Leader Steven Rudy {R} praised the appointment. “Dr. Meinschein has demonstrated an unwavering commitment to educational excellence and student success throughout his career. His leadership, experience, and dedication to Kentucky’s public schools make him exceptionally qualified to serve on the Local Superintendents Advisory Council. Murray High School 2026 graduates, Madelyn Kough and Reed Jarvis were each awarded a $500 scholarship from Sherman Carter Barnhart Architects.
A new Safety Resource Officer has been added to the Area Technology Center.
The May 2027 Murray High School graduation date was set for May 21, 2027.

The MISD Transportation team met for training today at the Murray Board of Education. Dr. David Meinschein, EdD., MISD Superintendent, and Jay Bordeaux, MISD Transportation Director, greeted the team. Transportation safety and training communication was conducted, preparing the team for back to school in August.

**Please note, a new date, Monday, July 13 @ 5:30 p.m. training has been added. Trainings are open to anyone wanting to volunteer this year. The training will be held at MHS in the Cafeteria. No registration is required.
Murray Independent School District (MISD) is inviting current and prospective volunteers to attend one of several volunteer training sessions for the 2026–2027 school year. Annual volunteer training is required for anyone wishing to volunteer in MISD schools, assist with field trips, or participate in school-sponsored volunteer activities.
MISD values the important role volunteers play in supporting students, staff, and schools. To ensure a safe learning environment, all volunteers are required to complete annual confidentiality training, submit a new volunteer application each school year, and be approved through a Kentucky state background check.
The background check fee is $10, and once approved, the background check remains valid for five years before renewal is required.
Please note: Online volunteer training will not be available until after all scheduled in-person training sessions have been completed.
Volunteer Requirements
• Complete annual confidentiality training.
• Submit a new volunteer application each school year.
• Successfully complete a state background check.
• Receive volunteer approval prior to attending field trips or participating in school volunteer activities.

Mosley has over twenty years of experience in Head Start beginning with first participating in Head Start as a Head Start Parent and policy council member. Most recently, Mosley served as the executive director for the Head Start Program at Fort Valley State University in Georgia, where she was the lead executive oversight of a multi-county federally funded program, directing strategy, fiscal accountability, and system-wide performance. As a recognized national expert in Head Start governance, compliance, and organizational performance, Mosley has served as the program director for three Head Start programs.
Mosley began as a teacher assistant for Head Start, then a teacher, before starting in Head Start leadership as a center director for Early Head Start. She then served in multiple roles, advancing her leadership and experience with the Head Start program and eventually became the Program Director of a Head Start program for the first time in 2019. A former Fiscal Reviewer for the Office of Head Start, she is a UCLA Head Start Fellow, a National and Regional Head Start Trainer, and is a member of multiple other professional and leadership organizations/experiences with Head Start.
Dr. David Meinschein, EdD., MISD Superintendent, said Mosley’s leadership will continue to build strong partnerships with the MISD and families, while providing an exceptional early childhood education. “We look forward to the positive impact she will have on children, staff, and the community,” he said. “I am excited to welcome Ms. Mosley to the MISD and Murray Head Start team. Having previously served as an Executive Director and Director of Head Start programs, she will quickly integrate into our program bringing experience and innovative thinking. “
Mosley completed a Bachelor’s Degree from Limestone College and holds a Master of Business Administration from the University of Phoenix. She also holds numerous certifications related to Head Start including certification in Executive Leadership and Head Start Director Certification. “I am honored to join Murray Independent School District as the Head Start Program Director. I look forward to partnering with our dedicated staff, families, community partners, and district leadership to ensure every child has access to a high-quality early learning experience,” she said. “Together, we will build on the program's strong foundation while fostering a culture of excellence, innovation, and opportunity that prepares our youngest learners for lifelong success."
Murray Independent serves as the fiscal agent and home for Murray Head Start, a federally funded Head Start program that partners with nine school districts and institutions of higher education in western Kentucky to provide comprehensive services, primarily to low-income children birth to five and their families. Murray Head Start employs approximately 100 staff members that serve the program in Murray and throughout Western Kentucky.
